Boise, Idaho ( KMVT-TV / KTWT-TV ) - Boise police arrested Amanda L. Thomas, 32 of Boise following a citizens complaint that a child was outside in the middle of the street crying. The incident unfolded shortly after midnight Sunday, December 15. The caller said that a small child was standing alone outside a home in the 3300 block of North 34th Street, crying. Officers arrived quickly and found a five year old child standing outside only wearing panamas. Police say the outside temperature at the time was 27 degrees.
