Portland, Oregon (CNN) - Portland city officials say a 19-year-old man was caught on camera urinating in a reservoir that holds the city's drinking water.
Now the city must drain 38 million gallons of water from that reservoir at Mount Tabor Park.
Officials say a group of five teens were seen at the park around 1 a.m. Wednesday morning.
The 19-year-old was filmed urinating through the iron fence into the reservoir.
Minutes later, the two other men, ages 18 and 19, tried to climb the fence.
One of them managed to make it over the fence, and a Portland police officer and water bureau ranger were called to the scene.
City water staff immediately took mount tabor reservoir 5 offline so it could be tested for possible contamination.
Meanwhile, police officers cited the three men for trespassing.
The man who urinated in the drinking water was also cited with public urination.
Water quality test results are due back Thursday.
