Look at the video and you decide.. is it a tornado or not?

"My friends and I were wakeboarding on the Snake River at Milner Dam yesterday when the storm came out of nowhere. I was the one currently on the water wakeboarding when I noticed a funnel cloud starting to form just north of where we were. At approximately 2:30pm, I signaled for my buddy to get my HD camcorder to record it. Unfortunately, my buddy's skills with a camcorder are not very good, but I hope what's there is good enough for something. The tornado was just northeast of Milner Dam, and we were looking north from our point of view on the boat. It lasted no longer than 5 minutes though as it seemed to die when the hailstorm followed it. "
