An initial report by National Transportation Safety Board investigators shows a 63-year old plane that crashed near downtown Burley in early July was at the maximum recommended weight.

NTSB officials will issue another report, likely sometime next spring, which could lists a probable cause of the accident.

Both the plane's owner, student pilot Kim Paulson of Klamath Falls, Oregon and his flight instructor Christopher Butler of Harper, Oregon received relatively minor injuries.

The report indicates after landing at the Burley airport the two requested 30 gallons of fuel; an attendant put in slightly over 67 gallons.

Paulson and Butler were aware of that, but made a decision to take off, despite the plane being at what's believed to be its maximum weight rating.
