By Brittany Cooper

Twin Falls, Idaho (KMVT-TV) Terry Gilbert was the special guest at the Twin Falls Rotary Club meeting Wednesday afternoon.

The former president of the Idaho Education Association, has spent more than 40 years in education.

He discussed the Students Come First Law, bringing all three propositions to light, from a teacher's point of view.

Here, he discusses Proposition One, or legislation to limit negotiated agreements between teachers and local school boards.

Gilbert adds, "it limits professional negotiations which started in the early 70's. As a young teacher in Nampa, I was a part of that effort. And those negotiations occur between the school board and associations. It limits it to a discussion of salary and fringe benefits only."

Voters will have a chance to vote on this issue on the November ballot.
