Locha River, Idaho ( KMVT-TV / KSVT-TV ) - A 22 year old woman and a 2 year old toddler drowned earlier this Tuesday after the car they were riding in plunged into the Lochsa River. Idaho State Police say Boone Hallmark, 29 from Boise was driving a 2003 Chrysler PT Cruiser eastbound when he fell asleep and went off the south edge of U.S. Highway 12 near milepost 97. The vehicle became submerged in the river and Hallmark was transported to a hospital in Grangeville. Two passengers in the vehicle were unable to get out. They were identified as Talia Rushing, 22 of Boise and Layton Hallmark, 2 also from Boise. Due to the river conditions, the recovery of the vehicle was delayed, officials say.
