San Diego, CA (CNN) - A man is accused of threatening to decapitate Hawaii Congresswoman Tulsi Gabbard.

The Washington Post reports Aniruddha Sherbow is set to appear in a San Diego courtroom today. The FBI says he was arrested Wednesday in Mexico.

The Hawaii Reporter detailed an email Sherbow allegedly sent to the FBI on August 2 threatening to "sever her head from her body." According to The Hollywood Reporter, Gabbard obtained a three-year restraining order against Sherbow in 2011 after saying he threatened her and harassed her. At that time, Gabbard was on the Honolulu City Council.

Sherbow claims he was never served any papers. The FBI is investigating.
