Rep. Hartgen On Animal Abuse Legislation

Twin Falls, Idaho (KMVT-TV) Also making waves in the legislature are two bills restricting animal abuse. The first bill applies to domestic pets.

The bill makes a third animal abuse conviction a felony and places penalties on neglect.

"This has been an area that Idaho is behind the rest of the country in this area and the Humane Society encouraged us to pass these kinds of laws," says Rep. Stephen Hartgen, a Republican legislator from District 23.

There's also a provision that prohibits cock fighting. Rep. Hartgen says cock fighting is very common in southern Idaho and this statute considers it to be cruelty.
